### Summary
The Program Analyst supports the Veterans Crisis Line (VCL) and reports to the deputy Associate Director for Analytics & Informatics in VHA Member Services, Enterprise Support Services (ESS). The incumbent serves as the principal data analyst for the VCL, including support for strategic planning, business process improvement, operational quality assurance, organization performance improvement, and organizational analytical assessment.

### Responsibilities
* Serves as the official subject matter expert (SME) lead for informatics and analytics at the VCL.
* Contributes to the development of technical and administrative guidance for application within the VCL.
* Monitors and evaluates analytical data for quality and quantity of work, regulatory compliance, and customer service.
* Identifies problem areas and resolves or reports findings as necessary.
* Helps to develop VCL performance measures and analyzes statistical data for approved performance measures.
* Researches and provides benchmark information and best business practices in the areas such as customer service and technology use for evaluation against VCL operations.
* Participates with top level management from the VCL and ESS to advise on program operations, influences policy, and coordinates program development and implementation.
* Recommends program changes, assesses program goals, develops plans, and supports personnel and financial resource planning.
* Manage development and submission of VCL proposals for performance measures and reviews data and metrics of peer organizations for benchmarking and potential impact on the VCL operations.
* Provides quantitative and analytical reports based on survey data.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/06/2018.
**Career Transition Assistance Program (CTAP) Requirement:**To be eligible for consideration under CTAP, you must be a current Veterans Affairs employee who has received an official notice stating that your position is no longer needed or that you will be separated by reduction in force (RIF). You must meet all of the following requirements for consideration of this position:
1. You have an official notice from the VA saying that your position is no longer needed (surplus employee) or that you will be a displaced employee separated by reduction in force (RIF). You must attach a copy of that notice to your application.
2. You have a current performance rating of at least "fully successful." You must attach a copy of your most recent performance appraisal to your application.
3. You occupy a position in the same local commuting area of the vacancy. You must attach your most recent non-award SF-50 to your application.
4. You hold or have held the target grade of this position or higher (GS-12). You must attach a SF-50 showing that you hold a GS-12 or higher to support this.
5. You are "well qualified" for the job.
**Minimum Requirements:**
**Specialized Experience:** Applicants must have one (1) full year of specialized experience equivalent to the GS-11 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the Program Analyst position to be filled. Specialized experience includes: developing department performance measures; consulting managers in the appropriate use of data for business intelligence and quality improvement; analyzing the effectiveness of programs or operations in meeting established goals and objectives; extracting and aggregating data, generating statistical analyses, and creating reports pertaining to call center operations; and designing studies and organizational strategies for identifying opportunities to improve business processes and procedures.
**APPLICANTS MUST BE DETERMINED TO BE WELL-QUALIFIED TO BE REFERRED AS CTAP ELIGIBLE.** Well-qualified means the applicant has the knowledge, skills, and abilities and/or competencies which clearly exceed the minimum qualification requirements for the vacancy, including time-in-grade and quality level of experience. Applicants will be rated on the competencies listed below for this vacancy and must receive a score of at least 85 percent to be considered well-qualified.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.
